Amendment X

The author already explained in amendment 10 that the United states is
NOT the States nor is it the people.  The "Nation" would clearly include
all people and all things pertaining to this entity collectively called
a NATION. Article 1 Section 8 is power delegated to the congress of the
"United States" government, it is therefore not reserved for the people
or the States and if the States and the people are NOT included, it's
NOT the NATION it can only be the Federal Government. The "General
welfare of the United States;" does NOT include the States or the people
as it is a power clearly given to "The UNITED STATES" and *NOT* the
people or States.
Amendment 10 is the explanation for the entire document that the "United
States" is NOT the States or the people. Amendment 10 limits powers to
either the "United States" Government _OR_ to the States and the people
respectively.  Amendment 10 doesn't allow for the States and the people
to *share concurrent powers* with the United states....  so if the
Federal government has the power to regulate welfare(as you suggest)
then all the State welfare is unconstitutional.  Welfare is a Federal
power? If so then this would have shifted long ago and States would have
been stopped from interfering in a Federal jurisdiction. The opposite
has been found to be true, the States can run welfare but the Federal
government can NOT(just like schools).  The Federal government does this
mostly *surreptitiously through the States* thus far. But their bold
disregard for the constitution is becoming more obvious.
That is not simply a statement pertaining to this 10th amendment
sentence but to the United States....  So where ever the words "united
States" are used, this 10th amendment applies.  United States can never
be "NATION" when connected to constitutional powers.

The powers not delegated to the United States by the Constitution, nor
prohibited by it to the States, are reserved to the States respectively,
or to the people."
